bUseSingleplayerSettings=True layers ARK's singleplayer balance on top of your multipliers, so harvest, taming and maturation end up different from the numbers written in GameUserSettings.ini.
How to fix it
bUseSingleplayerSettings=True layers ARK's singleplayer balance on top of your own multipliers, so harvest, taming and XP end up different from what GameUserSettings.ini says. Set it to False on a dedicated server and tune the rates directly.
